1. Procedure for Attestation and Application Process for Walk in Applicants
a) Fill out the Online Application Form and take a print, preferably before coming
to HEC Islamabad OR complete online application before coming and come early at 7:30 - 8 :00 AM on the someday and token will be provided to you.
b) Reserve your time for attestation while filling in the online application form.
c) Attach all required documents including:
I. Receipt of payment of Attestation Fee
II. Original certificates/degrees from Matric onwards along with transcripts of degrees.
III. Photocopies of certificates and degrees from Matric onwards (for HEC record).
IV. “Equivalence of HEC” in case of Bachelor or Master Degree, etc from abroad.
V. Copy of Computerized National Identity Card.
VI. In case a degree has not been issued, the Detailed Marks Certificate/Transcript can be attested provided:
a) Verification letter from the Controller of Examinations of the concerned university is attached.
b) The applicant has passed degree programme within the three years from the date of application.
VII. For attestation of “Shahadatul Almiya fil uloomm al Arabia wal Islamia” please enter particulars of Middle, Aama, Khasa and attach equivalence of HEC.
VIII. For attestation of “Equivalence letter” issued by HEC, attach original Equivalence letter alongwith attested copies of all documents.
IX. For the attestation of "CPSP Fellowship/Membership" certificate get it verified from the controller of examinations of CPSP before submitting to HEC.
X. In case application is being submitted by a person other than the degree holder, the following documents are required:
a) Authority letter duly attested by a Grade 17 officer for the authorized person.
b) Copy of the Computerized Identity Card of the Authorized person.
Note:
HEC attests original documents first then photocopies. No request for
the attestation of photocopies would be entertained without the
attestation of original documents.
Additional Requirements for Attestation of Ph.D Degree
For applicants who have obtained Ph.D degree before 31. 05.2005:
His/her name should be included in the HEC Ph.D Directory. Click here for PhD Directory.
For applicants who were registered as Ph.D student before 31.05.2005 but were awarded degree after 31.05.2005.
i. Copy of the title page of research article published in HEC approved “X” category journal (“Y” in case of social sciences only).
ii. Name of the two foreign evaluators with their e-mail and official addresses who evaluated the thesis as per approval of the University/Institute. This Information is required from the controller of examinations of degree awarding University/Institute
iii. His/her name should be included in the HEC Ph.D Directory.Click here for PhD Directory.
For applicants who were registered as Ph.D students w.e.f 01.06.2005 onwards.
i. Copy of transcript (30 credit hours) showing details of course work.
ii. Copy
of the title page of research article published in HEC approved “X”
category journal (“Y” in case of social sciences only).
iii. Name of the two foreign evaluators with their e-mail and official addresses who evaluated the thesis as per approval of the University/Institute.This Information is required from the controller of examinations of degree awarding University/Institute
iv. His/her name should be included in the HEC Ph.D Directory. Click here for PhD Directory.
Note: HEC takes Six working days for the attestation of PhD Degrees.

Mode of Payment for Walk-in Applicants
a. Payment is made at HEC fee counter (Window No 2).
b. Payment can also be made through HEC On-Line account with H.B.L A/C # 17427900133401.
2. Attestation Through OCS Courier Service Within Pakistan Only (w.e.f. 15 December 2010)
II. Hand over the form alongwith required documents as detailed at Serial No. 1 to the OCS Express Centre.
Payment of Attestation Fee
Attestation Fee to be deposited in cash with OCS charges in the OCS Express Centre.
OCS Charges
For Islamabad Rs.155+GST (For one student attestation) excluding HEC attestation fee.
For rest of Pakistan Rs.240+GST (For one student attestation) excluding HEC attestation fee.

3. For International Applicants (Attestion through FedEx from all over the World only)
II. Payment of Courier charges & cost of attestation fee.
a. Return Courier charges Bank draft US$ 18+12% Fuel Charges+GST/-
b. Bank Draft for the cost of attestation fee in Pakistani rupees. (According to the number of documents)
c. All
the bank drafts should be in favour of Gerry’s International and from
some foreign bank which operates in Pakistan (preferably some Pakistani
bank).
OR
Western Union Money Transfer Services: All the amount (HEC +
Gerrys/FedEx charges) can be sent through Western Union Money Transfer
services in the name of Mr. Assad Hussain NIC# 61101-8493533-5 at FedEx
Islamabad-Pakistan.
(Please Send the copy of Western Union Receipt alongwith application form)

International applicants are advised to ensure that their contact
