Note:

1: Name of the Applicant must be same throughout his/her educational testimonials such as Matriculation, Intermediate, Bachelors and Masters onwards to PhD Degrees/Transcripts as well as on Computerized National Identity Card/ Passport; otherwise they would not be attested by HEC.

2: The Applicant’s Father Name must match on the applicant’s CNIC, Matriculation, Intermediate, Bachelors and Masters onwards to PhD Degrees/ Transcripts; otherwise they would not be attested by HEC.

3: Date of Birth of the applicant must match on the Applicant’s CNIC/Passport and Matriculation Certificate; otherwise they would not be attested by HEC.

4: Both Degrees/ Transcripts issued on the same date, or overlapping semesters between an Undergraduate Degree and a Graduate Degree will not be recognized/ attested by HEC.

1. Procedure for Attestation and Application Process for Walk in Applicants
a) Fill out the Online Application Form and take a print, preferably before coming
to HEC Islamabad OR complete online application before coming and come early at 7:30 - 8 :00 AM on the someday and token will be provided to you.b) Reserve your time for attestation while filling in the online application form.c) Attach all required documents including:I. Receipt of payment of Attestation FeeII. Original certificates/degrees from Matric onwards along with transcripts of degrees.III. Photocopies of certificates and degrees from Matric onwards (for HEC record).IV. “Equivalence of HEC” in case of Bachelor or Master Degree, etc from abroad.V. Copy of Computerized National Identity Card.VI. In case a degree has not been issued, the Detailed Marks Certificate/Transcript can be attested provided:a) Verification letter from the Controller of Examinations of the concerned university is attached.b) The applicant has passed degree programme within the three years from the date of application.VII. For attestation of “Shahadatul Almiya fil uloomm al Arabia wal Islamia” please enter particulars of Middle, Aama, Khasa and attach equivalence of HEC.VIII. For attestation of “Equivalence letter” issued by HEC, attach original Equivalence letter alongwith attested copies of all documents.IX. For the attestation of "CPSP Fellowship/Membership" certificate get it verified from the controller of examinations of CPSP before submitting to HEC.X. In case application is being submitted by a person other than the degree holder, the following documents are required:a) Authority letter duly attested by a Grade 17 officer for the authorized person.b) Copy of the Computerized Identity Card of the Authorized person.Note: HEC attests original documents first then photocopies. No request for the attestation of photocopies would be entertained without the attestation of original documents.Additional Requirements for Attestation of Ph.D DegreeFor applicants who have obtained Ph.D degree before 31. 05.2005:His/her name should be included in the HEC Ph.D Directory. Click here for PhD Directory.For applicants who were registered as Ph.D student before 31.05.2005 but were awarded degree after 31.05.2005.i. Copy of the title page of research article published in HEC approved “X” category journal (“Y” in case of social sciences only).ii. Name of the two foreign evaluators with their e-mail and official addresses who evaluated the thesis as per approval of the University/Institute. This Information is required from the controller of examinations of degree awarding University/Instituteiii. His/her name should be included in the HEC Ph.D Directory.Click here for PhD Directory.For applicants who were registered as Ph.D students w.e.f 01.06.2005 onwards.i. Copy of transcript (30 credit hours) showing details of course work.ii. Copy of the title page of research article published in HEC approved “X” category journal (“Y” in case of social sciences only).iii. Name of the two foreign evaluators with their e-mail and official addresses who evaluated the thesis as per approval of the University/Institute.This Information is required from the controller of examinations of degree awarding University/Instituteiv. 2. Attestation Through OCS Courier Service Within Pakistan Only (w.e.f. 15 December 2010)
I. Fill out Online Application Form for Courier service and take a print out.
II. Hand over the form alongwith required documents as detailed at Serial No. 1 to the OCS Express Centre.

I. Fill out Online Application Form for courier and attach all required documents as detailed at Sr. No.1.II. Payment of Courier charges & cost of attestation fee.a. Return Courier charges Bank draft US$ 18+12% Fuel Charges+GST/-b. Bank Draft for the cost of attestation fee in Pakistani rupees. (According to the number of documents)c. All the bank drafts should be in favour of Gerry’s International and from some foreign bank which operates in Pakistan (preferably some Pakistani bank).ORWestern Union Money Transfer Services: All the amount (HEC + Gerrys/FedEx charges) can be sent through Western Union Money Transfer services in the name of Mr. Assad Hussain NIC# 61101-8493533-5 at FedEx Islamabad-Pakistan.Note: International applicants are advised to ensure that their contact number(s), postal address and valid e-mail are given in the online application form, so that they can be contacted in case of any clarification.

FAQS
1- What kind of documents are required for attestation of degrees/transcripts awarded by the HEC recognized universities and Degree Awarding Institutions?Ans: All original documents from Matric onwards alongwith transcripts of degrees and copy of ID Card. 2- Does the HEC attest Matric and Intermediate Certificates?Ans: No, Matric and Intermediate Certificates are attested by the Inter Board Committee of Chairmen (IBCC).3- Do the degrees need verification of university before submission to the HEC for attestation?Ans: No, the degrees do not need verification from the university, for HEC attestation.4- Does the HEC attest laminated degrees?Ans: No, laminated degrees cannot be attested. Before submission of degrees for attestation, these are required to be delaminated.5- Does the HEC attest transcripts for incomplete studies?Ans: Yes, Transcripts for incomplete studies signed by the Controller of Exams of the respective university are attested.6- Is it necessary for the applicant to come in person for attestation?Ans: No, it is not necessary for the degree holder to come in person. He/she can get degrees attested through authorized person by giving authority letter or by OCS Courier Service.7- How much time does HEC take for attestation of documents?Ans: Degrees / transcripts if presented in person are attested on the same day. However, through OCS, it takes four to five working days.8- Does the HEC attest foreign degrees?Ans: No, foreign degrees are not attested by the HEC. However, the HEC determines their equivalence and the HEC Equivalence letter is attested if requested by the applicant.9- Does the HEC attest "Bonafide Student Certificates” or “To Whom It May Concern” certificates issued by the universities?Ans: No, “Bonafide Student Certificates” or “To Whom It May Concern” certificates are not attested by the HEC.10- Do the Regional Centres of the HEC at Lahore, Karachi, Peshawar and Quetta attest degrees?Ans: No, degrees are attested at the HEC Islamabad.11- How is passport number entered in the online application form?Ans: Enter only digits part of passport e.g. 783296.12- Does the HEC collect documents for Australian High Commission?Ans: Yes, the HEC attested documents can be deposited in the HEC with the letter of Australian High Commission. Two sets of photocopies of all documents may be attached with the documents. The representative of Australian High Commission visits the HEC once in two months to collect documents.13- Does the HEC seal documents for World Education Service (WES) USA & Canada?Ans: Yes, the HEC attested documents are sealed for WES on the request of applicants.
